Emergency Food & Shelter Program (EFSP)
The Emergency Food and Shelter Program (EFSP) provides short-term assistance for individuals and families facing financial hardship due to non-disaster-related emergencies. This program helps support basic needs during difficult times and works alongside local social service agencies to provide emergency relief within our communities.
Assistance may be available for:
- Emergency food assistance
- Temporary shelter and transitional housing support
- Rent or mortgage assistance
- Utility assistance
Funding is distributed and monitored by local county boards, which help determine how resources are used based on community needs. Lake Cumberland Community Action Agency (LCCAA) works with these local boards to provide approved emergency food and shelter services.

The Federal Emergency Management Agency’s (FEMA’s) Emergency Food and Shelter Program (EFSP) provides supplemental grants to local government and nonprofit organizations to support and expand existing programs that aid individuals and families who are, or are at risk of, experiencing hunger and/or homelessness. The EFSP is typically funded by annual appropriations provided in the Department of Homeland Security (DHS) Appropriations Act, and occasionally through supplemental appropriations. The EFSP has also been funded to supplement humanitarian relief for migrants encountered by DHS (EFSP-H).
