WinterCare Energy Assistance

WinterCare is a statewide energy assistance program operated through Kentucky’s Community Action Agencies. The program is funded through voluntary contributions collected by participating utility companies and is used to help eligible households with electric bills, as well as connection and reconnection fees.

Every donation made to WinterCare goes directly toward assisting clients in need. No administrative fees are deducted by the utility company or by Lake Cumberland Community Action Agency (LCCAA), ensuring that all funds directly support local households.

Eligibility

WinterCare income eligibility is 150% of Federal poverty guidelines. WinterCare benefit recipients must be customers of participating utility companies.

Kentucky Utilities Home Energy Assistance Program

For households located in counties served by Kentucky Utilities, additional seasonal energy assistance may be available.

Qualified households may receive assistance during:

  • four peak heating months
  • three peak cooling months

Applications for this assistance are accepted during the fall LIHEAP application season.

WinterCare serves as a final recourse for households that have depleted all other avenues of support and are still experiencing difficulties in meeting their heating bills. The foundation is reinforced by contributions from patrons and corresponding donations.
