WinterCare is a statewide energy assistance fund operated by Community Action Agencies. Contributions are received by utility companies and used to pay electric bills, connection and re-connection fees. All donations received go directly to benefit clients. There are no administrative fees paid to the utility company or LCCAA.

Eligibility

WinterCare income eligibility is 150% of Federal poverty guidelines. WinterCare benefit recipients must be customers of participating utility companies.

Kentucky Utilities Home Energy Assistance Program

In the counties that are serviced by Kentucky Utilities, qualified households may be eligible to receive assistance in four peak heating months and three peak cooling months. Participants may apply for this assistance during the fall LIHEAP season.

WinterCare serves as a final recourse for households that have depleted all other avenues of support and are still experiencing difficulties in meeting their heating bills. The foundation is reinforced by contributions from patrons and corresponding donations.
